In an era when Congress has effectively forfeited much of its power to the executive, it is interesting to revisit how the First Congress of the United States, which met from 1789 to 1791, defined its role and established precedents. Though these men were imperfect and divided in some respects, they established rules, mores, and precedents that are still important. They came up with the first 10 amendments to the Bill of Rights, and they enabled the Federal judiciary to assume its role as a coequal third branch of government (in-person and virtual attendance options).
